About this Document
Official records of the original colonies and the early United States. The First Continental Congress (1774) addressed "intolerable acts" by the British. The Second Continental Congress (1775-1781) created the Declaration of Independence and the first national government. The Congress of the Confederation (1781-1789) followed. Ciphered with James Lovell's polyalphabetic cipher with key letters FOR. Deciphered as: Instructions to the honorable Sohn [sic] Adams, Benjamin Franklin, John Jay, Henry Laurens, a*nd ["2" in cipher is superfluous] Thomas Jefferson, ministesters [sic] plenipotentiary in behalf of the united states to negotiate a treaty of peace. Probably prepared in June 1781.
