Ciphered with James Lovell's polyalphabetic cipher with key letters FOR. Deciphered as: Instructions to the honorable Sohn [sic] Adams, Benjamin Franklin, John Jay, Henry Laurens, a*nd ["2" in cipher is superfluous] Thomas Jefferson, ministesters [sic] plenipotentiary in behalf of the united states to negotiate a treaty of peace. Probably prepared in June 1781.

About this Document

Official records of the original colonies and the early United States. The First Continental Congress (1774) addressed "intolerable acts" by the British. The Second Continental Congress (1775-1781) created the Declaration of Independence and the first national government. The Congress of the Confederation (1781-1789) followed.
