This was George Washington's own working copy and shows his annotations. Here, the preamble lists each of the thirteen states by name; the preamble of the next printed draft of the constitution, first reported on September 12, began "We, the people of the United States,..." signaling one of the most fundamental precepts of the Constitution: the primacy of the national government over the states. - National Archives, Records of the Contintental and Confederation Congressess and the Constitutional Convention

About this Document

Convened in Philadelphia in May 1787, the Constitutional Convention created one of the most important documents of the new nation - the United States Constitution. Under this title you will also find Bankson's Journal, which includes the important delegate credentials from "Ratifications of the Constitution," and drafts of the Virginia Plan, which ultimately led to a bicameral Congress consisting of the House of Representatives and the Senate.
