Among the most interesting are the official report of the Annapolis Convention of September 1786, the event leading to Constitutional Convention; and the full text of "Bankson's Journal," an account containing the credentials of delegates to the convention found nowhere else, as well as various reports, resolutions, and legal acts.   • note At the time the Continental frigate Delaware was taken by the enemy, there was on board of her a negro man named Tom the property of Mr William Hall of Port Penn in the State of Delaware. We are desirous of having the Negro restored to his owner, and request you will propose to the Commissary of Prisoners on the part of the enemy that he be exchanged for a negro man now at this place the property of Captain Hawker taken with the crew of the British frigate Mermaid.
