This is a copy of the First Report of the Committee of the Parish of Harrow on the Hill, concerning the charitable gifts left to that parish by one John Lyons and his wife. The document was printed in London in 1808.
Harrow is a suburb of Greater London, northwest of London. It is also the name of a tube stop - Harrow on the Hill, near Westminster University.

The Report
There are 15 pages about the argument over the qualifications of the trustees of the school. It seems that several trustees did not live in the parish, and the gift stipulated that the trustees for the parish school should come from the parish. The committee even contacts the Bishop of London, who wisely stays out of the matter.
I've heard of cases where people make a fuss because teachers live outside the school district, or city employees live outside the city - and now I know that it's not a recent argument.
Common sense might have won out here - it would appear that the proper function of the parish school is the primary consideration, and in some quarters is held in higher regard than the specific details of the gift.
