Georgia Legislature Declines to Ratify 14th Amendment, 1866
On 13 Nov 1866 "the Legislature of Georgia declines to ratify the proposed amendment." Georgia eventually ratified the 14th amendment on 21 July 1868, after it had been ratified by 2/3 of the states.
