The US Congress Enacts a "Civil War" Draft! March 3rd, 1863
In 1863 the Congress of the United States enacted a Civil War Draft which would include all male citizens from 20 to 45 years of age. Exempt are those that pay $300 or provide a substitute. Even with slavery abolished lack of money enslaves the poor!
