Was it an honor to drop a widow from the pension rolls due to death?

Sir: I have the honor to report that the name of the above-described pensioner who was last paid at $12, to Nov. 4, 1913, has this day been dropped from the roll because of death Nov. 23, 1913.

It is the "flowery" phrasing of that era, but the "honor" was, I believe, simply that of a subordinate reporting (anything) to his superior.

Based on the "flowery" phrasing of that era, the representative was probably stating that it was his "honor" to represent the widow of a soldier.
